For the follow up to Godzilla 2000 Millennium, director Masaaki Tezuka was put in charge and he brought back some of the "campiness" of the 60's and 70's Godzilla films. I think this was great and GXM is definitely one of my top favorite Godzilla films. Onto the synopsis...
Synopsis
In the latest attempt to stop Godzilla once and for all, the anti-Godzilla force, G-Grasper, create the Dimensional Tide, a weapon capable of creating artificial black holes. They test the new weapon on an abandoned schoolhouse and it works perfectly, sucking the entire building into the black hole. However, after the G-Graspers leave, something flies through from the other side of the black hole and lays an egg. A kid finds the egg, but he panics when it starts leaking everywhere and dumps it in Tokyo city sewer. Eventually it hatches into Meganuron and starts killing people, and soon there are hundreds of the 2 meter Meganuron running around the city. Soon the entire city of Tokyo becomes flooded. In one of the best scenes of the film, soldiers in a come round a corner to see the entire side of a building covered in the Meganuron, who soon metamorphosize into Meganura and begin flying and attacking.

Meanwhile, Godzilla is being lured to an uninhabited island so that the Dimensional Tide, now orbiting in space, can be used. However, before it can get lock onto Godzilla, a swarm of flying Meganura attack him, using their energy vaccume needles to absorb his energy. Godzilla fights back, stomping, biting, and firing his radioactive heat ray at them. When most of the Meganura are destroyed, the Dimensional Tide is fired, but Godzilla manages to escape. Now angered by the Meganura's attack, he chases after the surviving Meganura to Tokyo.
In Tokyo, the returning Meganura dive into the flooded waters, where at the bottom, we see a giant Meganuron. The Meganura then feed Godzilla's energy into it, causing the Meganuron to transform into Megaguirus and the giant dragonfly erupts out of the water.

Megaguirus destroys the city for a while, but eventually, Godzilla arrives in Tokyo and the two kaiju battle. The battle is quite extensive with great scenes and even some of the campy old Godzilla moves (i.e. the huge leap). Godzilla finally defeats Megaguirus and proceeds to stomp through Tokyo. The G-Grasper team then decide to take one last shot with the Dimensional Tide, which has malfunctioned and is plummeting back to Earth. Using the new hi-tech flying Griffon to acquire a lock-on, they crash it into Godzilla and a black hole is fired. When the dust clears Godzilla is gone, but towards the end of the film, the same child who dropped the Meganuron egg into the sewer is in school. Suddenly, there is a huge earthquake and Godzilla's roar is heard. Godzilla has survived once again!
